Program Committee Members are welcome to contribute as authors of the submissions. However, to avoid conflict of interest, no submissions can be co-authored by a General Chair\/Program Chair of the conference and a Congress General Chair\/Congress Program Chair. Invited manuscripts are excluded from acceptance rate calculation and handled separately with different EasyChair submission instructions.<\/span><span style=\"font-weight: 400\">\u00a0<\/span><\/p><p><span style=\"font-weight: 400\"><strong>Anonymous manuscripts:<\/strong> All conferences affiliated with IEEE SERVICES implement a double-blind reviewing process. Author names and affiliations should not appear in the paper. The authors should make a reasonable effort not to reveal their names and affiliations in the text, figures, photos, links, or other data contained in the paper. Authors\u2019 prior work should be preferably referred to in the third person; if this is not feasible, the references should be blinded.\u00a0<\/span><\/p><p><span style=\"font-weight: 400\"><strong>AI Generated Content:<\/strong> The use of content generated by artificial intelligence (AI) in an article (including but not limited to text, figures, images, and code) shall be disclosed in the acknowledgments section of any article submitted to an IEEE publication. The AI system used shall be identified, and specific sections of the article that use AI-generated content shall be identified and accompanied by a brief explanation regarding the level at which the AI system was used to generate the content. The use of AI systems for editing and grammar enhancement is common practice and, as such, is generally outside the intent of the above policy. In this case, disclosure as noted above is recommended.<\/span><\/p><p><strong>Submission of Unpublished Articles or Technical Reports: <span style=\"font-weight: 400\">Per IEEE policy, unpublished articles or technical reports on a non-profit preprint server (e.g., ArXiv, organization web site, etc.) can be submitted for consideration after necessary changes are made to comply with the rules of IEEE SERVICES concerning authorship and anonymization for the double-blind review process (as stated above).<\/span><\/strong><\/p><p><span style=\"font-weight: 400\">Manuscripts that violate any of the rules will regretfully be desk rejected without review.\u00a0<\/span><\/p><p><span style=\"font-weight: 400\">All submitted manuscripts will be peer-reviewed by at least three members of the program committee. Accepted papers with confirmed registration and committed presentation will appear in the conference proceedings published by the IEEE Computer Society Press. Award certificates and IEEE TCSVC cash prizes will be provided to \u201cBest Paper\u201d or \u201cBest Student Paper\u201d winners. All authors of accepted papers are encouraged to extend their papers with sufficient new research contributions and submit them to the IEEE Transactions on Services Computing (TSC) and other suitable journals.<\/span><\/p><h3>Presentation Policy<\/h3><p><span style=\"font-weight: 400\">The organizers of the 2025 IEEE World Congress on Services remain steadfast in advancing our discipline by continuing to engage an international community of scholars committed to the highest standards of research quality. To support the service community of academic and industrial researchers around the world, IEEE SERVICES 2025 will be held in Helsinki, Finland<\/span><b>, <\/b><span style=\"font-weight: 400\">in hybrid mode. We require all speakers to rigorously observe the following presentation policy to safeguard Congress&#8217; excellent reputation.<\/span><\/p><p>1. Registration: <span style=\"font-weight: 400\">All papers must be registered! Authors with two or more papers must register each paper separately. Papers with no registration will be removed from the conference proceedings in the IEEE\u2019s Digital Library Xplore.<\/span><\/p><p>2. Inexcusable no show: <span style=\"font-weight: 400\">IEEE\u2019s policy for conference proceedings inclusion requires authors to participate in the conference and present their papers. When an in-person paper presentation cannot be delivered unexpectedly, a remote presentation with a recorded video as backup is allowed. Inexcusable no-shows will result in the papers being removed from the conference proceedings in the IEEE\u2019s Digital Library Xplore.<\/span><\/p><p>3. Paper presentation: <span style=\"font-weight: 400\">To maximize the quality of experience, each paper must be presented in English. Remote presenters must guarantee their availability at least for the presentation of their paper according to point 2. A replacement should be identified in case of audio-video technical problems. All co-authors of a registered paper are entitled to receive a complimentary virtual registration code. As a consequence the no show policy at point 2 will be firmly applied and papers removed from the conference proceedings.<\/span><\/p><p><span style=\"font-weight: 400\">4. Pre-recorded videos: All remote presenters with papers in the proceedings must upload a pre-recorded video of their presentation. For onsite presenters, pre-recorded videos are optional. No-shows will be evaluated according to points 2 and 3 above. This task is mandatory for remote presenters although only meant to be a backup in case they (and all their co-authors) experience some exceptional and unpredictable event impeding participation. Recorded presentations may be allowed on a case-by-case basis.
