Paper size and format: US Letter; Two-column format in the IEEE style


Page limits:

  • Every “Regular Paper” manuscript can include 7 to 10 pages for the main contents (including all text, footnotes, figures, tables and appendices) with additional pages for appropriate references.
  • Every “Short Paper” manuscript can include 4 to 6 pages for the main contents (including all text, footnotes, figures, tables and appendices) with additional pages for appropriate references. Although the focus is narrow, “Short Paper” submissions must present factual nontrivial research results. Per reviewers’ comments, a “Regular Paper” manuscript may be conditionally accepted as a “Short Paper” should necessary content improvements and length reduction be able to be done in time.
  • Every “Work-in-Progress” (WIP) manuscript can include up to 3 pages (including main contents and references). WIP manuscripts must present innovative ideas with promising impact. Per reviewers’ comments, a “Regular Paper” or a “Short Paper” manuscript may be conditionally accepted as a “WIP Paper” should necessary content improvements and length reduction be able to be done in time.


Number of Keywords: Five to eight keywords for each paper

File format: One single PDF file without embedded videos

Authorship: The list of authors cannot be changed after the submission deadline. Program Committee Members are welcome to be contributing authors of the submissions. However, to avoid conflict of interests, no submissions can be co-authored by a General Chair or a Program Chair of the conference, nor a Congress General Chair or a Congress Program Chair. Invited manuscripts are excluded from acceptance rate calculation and are handled separately with different EasyChair submission instructions. 

Anonymous manuscripts: All conferences affiliated with IEEE SERVICES implement a double-blind reviewing process. Author names and affiliations should not appear in the paper. The authors should make a reasonable effort not to reveal their names and affiliations in the text, figures, photos, links, or other data that is contained in the paper. Authors’ prior work should be preferably referred to in the third person; if this is not feasible, the references should be blinded. 

AI Generated Content: The use of content generated by artificial intelligence (AI) in an article (including but not limited to text, figures, images, and code) shall be disclosed in the acknowledgments section of any article submitted to an IEEE publication. The AI system used shall be identified, and specific sections of the article that use AI-generated content shall be identified and accompanied by a brief explanation regarding the level at which the AI system was used to generate the content.The use of AI systems for editing and grammar enhancement is common practice and, as such, is generally outside the intent of the above policy. In this case, disclosure as noted above is recommended.

Submission of Unpublished Articles or Technical Reports: Per IEEE policy, unpublished articles or technical reports on a non-profit preprint server (e.g., ArXiv, organization web site, etc.) can be submitted for consideration after necessary changes are made to comply with the rules of IEEE SERVICES concerning authorship and anonymization for the double-blind review process (as stated above).

Manuscripts that violate any of the rules will regretfully be desk rejected without review. 

All submitted manuscripts will be peer-reviewed by at least three members of the program committee. Accepted papers with confirmed registration and committed presentation will appear in the conference proceedings published by the IEEE Computer Society Press. Award certificates and IEEE TCSVC cash prizes will be provided to “Best Paper” or “Best Student Paper” winners. All authors of accepted papers are encouraged to extend their papers with sufficient new research contributions and submit them to the IEEE Transactions on Services Computing (TSC) and other suitable journals.

Presentation Policy

The organizers of the 2024 IEEE World Congress on Services remain steadfast in advancing our discipline by continuing to engage an international community of scholars committed to the highest standards of research quality. To support the service community of academic and industrial researchers around the world, IEEE SERVICES 2024 will be held in hybrid mode in Shenzhen, China. To safeguard Congress’ excellent reputation we require all speakers to rigorously observe the following presentation policy.

1. Registration: All papers must be registered using either “In-Person Conference Registration – Author” or “Virtual Conference Registration – Author”. Papers with no registration will be removed from the conference proceedings in the IEEE’s Digital Library Xplore.

2. Inexcusable no show: IEEE’s policy requires authors to participate in the conference and present the work either in person or remotely to include the paper in the conference proceedings. Inexcusable no shows will result in the papers removed from the conference proceedings in the IEEE’s Digital Library Xplore.

3. Paper presentation: To maximize the quality of experience, each paper must be presented live, in English. Remote presenters must guarantee their availability at least for the presentation of their paper according to point 2. A replacement should be identified in case of audio-video technical problems. Starting this year, all co-authors of a registered paper are entitled to receive a complimentary virtual registration code (which has been communicated by Program Chairs). As a consequence the no show policy at point 2 will be firmly applied and papers removed from the conference proceedings.

4. Prerecorded videos: All remote presenters with papers in the proceedings must upload a pre-recorded video of their presentation. For onsite presenters, pre-recorded videos are optional. No shows will be evaluated according to points 2 and 3 above. This task is mandatory for remote presenters although only meant to be a backup in case they (and all their co-authors) experience some exceptional and unpredictable event impeding participation. A paper without an approved delivery of presentation will be rejected and excluded from the conference proceedings.

Short papers: 15 minutes
WIP papers: 10 minutes

Additional Notes for Symposium/Workshop Paper Authors

  1. Important dates for symposium/workshop paper submissions (listed on symposium/workshop web pages) are different from those for conference CFP submission.
  2. The double-blind policy does not apply for symposium/workshop paper submissions.
  3. The submitter of an symposium/workshop paper must select the target symposium/workshop track after logging into EasyChair at https://easychair.org/my/conference?conf=ieeeservices2024
